Hollis Horton was born October 19, 1955, in Friona, Texas. In 1978 he graduated from Duke University and received a Bachelor of Arts Degree with honors. He attended law school at the University of Texas and received a Doctor of Jurisprudence Degree in 1980.
Horton practiced law with Orgain, Bell & Tucker for 23 years, and obtained certifications in Civil Trial Law, and Personal Injury Trial Law from the Texas Board of Legal Specialization in 1986, and was re-certified in those specialties in 1991, 1996, 2001, and 2006. He is a fellow of the Texas Bar Foundation.
Horton was appointed to his current position as Justice of the Ninth Court of Appeals in 2004 by Governor Rick Perry and elected to a full term in 2006.
Justice Horton and his wife of 30 years, Courtney, have a daughter, Marriott and a son, Rob. Courtney works in development for the Julie Rogers "Gift of Life" program which promotes cancer awareness and provides screening tests for the medically under served in Southeast Texas. Marriott is a graduate of Washington & Lee University, is pursuing a masters degree in business administration at Emory University. Rob is a sophomore at the University of Alabama.
